Did Congress downplayed Rao’s Role's in 1991 Economic Crisis?

Sanjaya Baru, Indian Political commentator and policy analyst, presently serving as Director for Geo-Economics and Strategy at the International Institute of Strategic Studies had given the statement on Economics reforms of 1991. In an interview with Charmy Harikrishna in Delhi. Baru quoted that “Rao was the greatest PM after Nehru, Chandra Shekhar could had implemented the reforms but Rao did it, and dangerous brickmenship Rajivji played when the economy was going through crises.

In an interviewing, Baru, who wrote about Manmohan Singh in The Accidental Prime Minister and now comes out with another book How PV Narsimha Rao made History (Aleph)aiming the Economics reforms of 1991 was Narasimhanomics not Manmohanomics. On, replying to the Charmy’s question regarding 25 years to assess PV Rao properly.

Baru answering to the question: Were the 1991 reforms then Narasimhanomics not Manmohanomics? Why was the economist, not the politician, hailed? Said “Yes it was Narasimhanomics. In fact, I toyed with that for  the title of the book. Economists, over the years, have had an exaggerated sense of their own importance. Economists believe they are the agents of change, not realizing that they are only the instruments of change. The real leaders of change are politicians.” Baru has two theories targeting the burial of Rao’s legacy. Firstly, If Rao’s contribution was acknowledged in success then it would  overshadow the Gandhi’s family, especially Rajiv Gandhi. Secondly, Rao’s policies alienated certain sections of the society, Muslims.
Baru differentiated the two PM’s personalities but anyhow they both were known as doers, not speaking more but to do the things on reality basis both Manmohanji and Narasimhaji are one of the shy people who prefer low-profile life not the lavish one. The personalities are different Rao an out-an-out politician whereas Manmohan an out-an-out technocrat. The only point of difference is “Rao was a lifelong No.2 but when he became No.1 he decided to behave No.1. Even when Manmohan Singh became No.1, he continued to function No.2” Baru said.  In the pantheon of PMs, according to Sanjaya Baru Rao should be placed after first PM Jawaharlal Nehru as he laid the newly formation of nation while he made some mistakes such as Kashmir policy, China policy but he build solid foundation for the country like India.
The summing disclosure lefts the question behind, Were it was Narasimhanomics or Manmohanomics? Anyhow, as per the Director for Geo-Economics and Strategy at the International Institute of Strategic Studies( Sanjaya Baru) the answer is clear Narasimhanomics. But is it Manmohanomics was to overshadow Narasimha? Should it be like that on burying his legacy Congress had saved overshadowing the Rajivji image? The answer is controversial but both should be appreciated one as an Economist and another as Leader.(Information source-ET)
